Note:  the numbers usually indicate the person charged with the tax and/or number of titheables at that address (first digit), the number of slaves under and over the age of sixteen (second and third digits, or sometimes just the second digit [with the total number of slaves combined]), and total number of horses (fourth digit).  Additional digits usually record other livestock in those years when such property was taxable.  Zeros straight across indicate no taxable personal property and no tithables (a minor or female as head of household).  There were separate land tax rolls to record the taxation of real property.  The levy of 1808 was never taken.
