Note: in 1789 the levy records white polls, slaves, and horses; in 1790 white males above age 21, white males between 16-21, slaves above age 16, slaves under 16, and horses; from 1791-97 white males above 16, slaves above 16, slaves under 16, and horses; in 1798 white males, slaves, and horses; from 1799-1806 white males above 16, slaves above 16, slaves 12-16, and horses; from 1823, 1826-1834 white males above 16, slaves 12-16, slaves above 16, and horses; and in 1825 slaves above 12 and horses. Zeros straight across indicate no taxable personal property and no tithables (a minor or female as head of household). There were separate land tax rolls to record the taxation of real property. The levy of 1808 was never taken. The county was split into two districts. The numbering of these districts was not consistent from year to year. The Burgess family was consistently recorded in the Upper District of Russell Co.
